The download page for the PDFsharp-MigraDoc package says:

Any idea how close we are to having a fully working .NET Standard version of MigraDoc?

Hi!

The PDFsharp Core build has nothing to do with .NET Core.
It still uses GDI+.

PDFsharp Core was first published in 2014, .NET Core was first published in 2016.

Thanks for the reply. Does this mean a portable version is not planned at the moment?

Depends on the definition of "planned".
It was not announced, it is not under construction, it is only vaguely "planned".
